Last I checked, posting a bunch of fucking lite brites around a city isn't illegal. Fuck you, and fuck your authoritarianism. The cops acted like a bunch of fucking morons and then tried to blame someone else when that became apparent. They need to take some responsibility and idiots like you need to stop defending them.
The issue is it caused panic, and disorder in Boston. Advertising or not, it damage the flow of the city's normal routines. technically a disorderly conduct, and inciting mass panic. and MAYBE terrorist threats. It DID cause upheaval. People need to stop saying "doesn't anyone in Boston watch..." It doesn't matter. Fact is, these men infringed on the rights of their fellow citizens, and MUST be punished accordingly.
